cleanup and refactor

I just removed a huge lump of duplicated content from wikipedia. I insisted on summarizing the broad ideas from the allocation stuff over there here. This is in accordance with Amateur_Radio_Wiki:Posting_guidelines#What_goes_on_wikipedia_and_what_goes_here. I wonder if we really need a page for each band now that wikipedia has all this good stuff too... -- TheAnarcat 20:46, 14 October 2010 (CDT)
